City leaders must compromise this plan in view of infrastructure, population density, vehicular traffic, affordability, and most importantly the rights of current homeowners. A possible mitigating solution would be for the City of San Diego to incorporate a type of rideshare program available in the City of El Cajon. Instead of charging the requisite $2.50, the program ought to be free and available on demand. MTS, together with SANDAG, the State, County, and Federal Government would fund the program.
