As far as I know, there is nothing prohibiting the City of San Diego to follow suit. In fact, local leaders could kill two birds with one stone in potentially improving mandates to the climate action plan set forth by environmental groups and getting the obscenity of too many cars off the road. The State of California instead of imposing a gas tax ought to implement this program statewide for free.
